If I am right, Seven of Nine told the Doctor that around 60 million to less than 70 million people died during World War III. Not sure of the number, but recall sixty and some other number used. In that case, it was a limited Nuclear War.

They could build a ship that goes faster. If they did, it may have to be a bigger ship. Is it really important, for a few people needing to go at Warp 9 plus? If time is the enemy, a small ship is not really the answer.

Then again, what is Star Trek canon and what in the real world will happen are two different roads of thought. Like nothing with Star Trek canon of the 1990’s ever happened in the real world. What happens as canon, and what would really happen if and only if it could happen, is not the same thing. You are just making it rational, something that Star Trek fans really never get into. If Star Trek fans were rational about Star Trek, their would not really be any fans.
