Between Operations and Command?
I was plotting out Starfleet departments and This question caught my eye.

This is just what is in my head.
Command covers authority of a ship / station. Including the CO, XO, shift commanders, administrations staff.
Operations would be resouce allocation, cargo handling, transporters, hanger bay staff (ie the shuttlebay manager and maintenance staff, not the pilots as they would come under Flight Control), and computer monitoring.

Command is exactly that. The two or three highest officers aboard a ship. Those who also wear the colors of Command are the flight operations and intelligence departments, along with the diplomatic corps of Starfleet(if they wear uniforms).
Operations, however, deals with everything that has to do with shipboard operations; security, tactical, and engineering, and the janitors(I believe we'll still have janitors in the 24th century). The folks who do the dirty laundry of the ship.
