Ron Moore's greatest criticism of Voyager was always that the writing staff didn't believe in their own concept. They didn't write the ship far from home, facing a divided crew with different mentalities and a ship that sustained more and more damage week to week. They came close a few times, but always hit the magic reset button. It could have been a great show...

Of all the Trek shows, VOY really did have the biggest opportunity with the basic premise, but they just never quite got there.

When they were writing the series bible, they should have had it set exactly how many people, shuttles, etc were onboard, so that they kept tabs on how many were lost. So that those watching knew just how bad things got for them. But they just never seemed all that bothered, with a new shuttle every week and 150-ish crew no matter what happened.

I always did find it a bit of a disappointment, even more so after Seven came onboard.
